22 is the year. BH is for Bharat. And A is vehicle segment. Basically instead of these vehicles behind registered in the state, the vehicle is registered nationally. And can be driven in any state without needing re registration.

I see. I got the point of doing it but I wonder why they chose BH instead of IN. It would make more sense...

So this situation where you would be pulled over and fined for using a vehicle outside the state it was registered in will now finally be over?

Yes, theoretically at least. But you know how things are in India. They just need some excuse.
